Residence card in Rzeszów: how foreigners' service works at PUW

All of Podkarpackie comes to Grunwaldzka 15

The Podkarpackie voivode decides applications from everyone living in the region: Rzeszów, Mielec, Stalowa Wola, Sanok, Jarosław, Przemyśl or Krosno. Inside the office they are handled by the Wydział Spraw Obywatelskich i Cudzoziemców (Department of Civil Affairs and Foreigners), specifically the Oddział Obsługi Cudzoziemców, marked O-II.

In its notice on closing foreigners' service in Przemyśl, the office wrote that from 1 February 2025 foreigners' matters, including document pickup, are dealt with only in Rzeszów. Krosno and Tarnobrzeg are not named in the notice, but since service is “only in Rzeszów”, don't count on any other location. Pre-2025 tips from friends about “getting it done in Przemyśl” are out of date.

Which room is for what

Rooms 46, 49 and 51a are listed on the office's page on temporary residence and work. You don't book fingerprints, the signature specimen or the passport check for a MOS case in bezkolejki: since 27 April 2026 the voivode summons you, at least 7 days ahead, and the summons tells you where in the building to go.

Collecting your card: room 51B, mornings, no booking

On its booking-system page PUW states that foreigners' ready documents are released without booking, Monday to Friday 8:00–12:00, in room 51B, after you take a ticket from the machine. That matters if you live at the far end of the region: the pickup window closes at noon, so from Ustrzyki Dolne or Lubaczów you need an early start.

• Bring your passport and the notice that the document is ready; you take the ticket on site.
• Don't turn up “just in case” before you are notified: the card has to be ready.

Three numbers, three different lines

• 17 867 12 65: the foreigners' infoline. Monday and Wednesday–Friday 7:30–15:30, Tuesday 8:00–16:00. Described on the information point and infoline page.
• 17 867 10 47: the Foreigners' Service Section number from the PUW contact page.
• 222 500 132: the voivodeship office's general “Infolinia dla Obywatela”. It covers all civil matters, so for a residence case start with the first two numbers.

What the Rzeszów MOS instruction tells you

PUW issued a separate instruction (pouczenie) for applications filed through MOS. The points that matter in practice:

1. When to file: no later than the last day of your legal stay, electronically only, with proof of the stamp duty and the card fee.
2. Unpaid stamp duty: the office sets 7–14 days to pay; after that the application is returned. A returned application does not protect the legality of your stay.
3. Personal appearance: summons at least 7 days ahead; not attending means discontinuation (umorzenie).
4. Formal defects: if not fixed in time, the application is left unexamined. Documents requested in a summons are due within the set period of at least 14 days (which documents).
5. Decision: by post or e-Doręczenia; temporary residence is granted for as long as the purpose requires, up to 3 years.
6. Remedies: an appeal (odwołanie) within 14 days to the Head of UdSC via the Podkarpackie voivode; a complaint (zażalenie) against refusal to initiate proceedings within 7 days. Both outside MOS (refusal and appeal).

Accounts from the KIU-230 and KIU-259 information cards

PUW has no separate fee page. It publishes account numbers in its service information cards (KIU):

KIU-259 sets a 50 zł card fee not only for children under 16, pupils and students, but also for people in a difficult financial situation, proven with a social-assistance certificate. For applications filed from 5 March 2026, stamp duty is not refunded after a refusal or discontinuation.

PUW's notice on decision deadlines

PUW spelled out the deadlines in a notice for foreigners: 60 days for temporary residence, 6 months for permanent residence and EU long-term resident, 90 days for an appeal. In the same notice it reminds readers that under art. 100d of the act on assistance to Ukrainian citizens (extended by Dz.U. 2026 poz. 203) these limits do not run until 4 March 2027, and running ones are suspended, for every foreigner. A ponaglenie (formal reminder) won't force anything before then. Your stay remains legal from the timely filing of a complete application until the final decision. More: processing time.
