Until 4 March 2027 time limits in residence cases do not run (art. 100d of the special act on assistance to Ukrainian citizens, extended by Dz.U. 2026 poz. 203), so a ponaglenie or a complaint about delay is practically ineffective during this period. Before taking on such an assignment, we will tell you plainly whether it makes sense in your case.

An appeal (odwołanie) must be filed within 14 days of receiving the decision — to the Head of the Office for Foreigners via the voivode, outside MOS. More in refusal and appeal. Employer changes are explained in renewal and employer change.

What a package includes and what it does not

Full support packages include (as the case requires)

• identifying the right legal ground for your stay;
• a document checklist for your specific situation;
• review of your documents and their consistency;
• preparing the MOS form data with you — you log in via login.gov.pl and sign yourself; we never take over your login;
• coordinating the attachment from your employer, university or internship organiser;
• payment instructions: amounts, accounts, transfer titles;
• preparation for the fingerprint appointment;
• responses to two office summonses (wezwania);
• status monitoring and an explanation of the next steps after the decision.

The "documents only" package

It covers the stage before filing: choosing the ground, the document list, document review and preparing the MOS data. Running the case afterwards — summonses, monitoring, questions about the decision — belongs to the full support packages.

Not included

• government fees (stamp duty and card fee);
• sworn translations and notary services;
• travel;
• court representation, unless the written offer includes it.

We do not guarantee decisions or deadlines and do not offer any "unofficial acceleration" — the voivode decides. We work in Polish, Russian, Ukrainian and English.

Government fees in 2026

The Office for Foreigners (UdSC) states a stamp duty (opłata skarbowa) range of PLN 340 to 640 plus PLN 100 for the card. The exact rates are published by the voivodeship offices:

* Most offices list PLN 85 for a stay in the interest of Poland; the Lubusz Voivodeship Office lists PLN 340. If this ground applies to you, check the rate with your office.

Residence card fee

The offices in Bydgoszcz and Rzeszów also list people in a difficult financial situation, confirmed by a social-assistance certificate, among those entitled to the reduction.

How and when to pay the fees

• Before filing. For a MOS application, both the stamp duty and the card fee are paid in advance.
• Two separate accounts. Stamp duty usually goes to the city office of the city where the voivodeship office has its seat, and the card fee goes to the voivodeship office itself. Example for Lower Silesia: stamp duty to the Gmina Wrocław account, the card fee to the Dolnośląski Urząd Wojewódzki account (DUW bank accounts).
• Not in MOS. The system does not take payments. You attach the transfer confirmation, a scan or a photo of the receipt to the application.
• Unpaid stamp duty. According to the Subcarpathian Voivodeship Office's instructions, the office sets 7–14 days to pay and returns the application after that.
• A local exception. The Lesser Poland office accepts proof of the card fee at card collection if it was not paid earlier.

Since 5 March 2026 stamp duty is not refunded if the voivode refuses the permit or discontinues the proceedings (Dz.U. 2026 poz. 203). This covers applications filed from that date: temporary and permanent residence, EU long-term resident, change of a single permit and visa extension. The Office for Foreigners lists the accounts of all 16 offices; check them on your own office's website before you transfer.

Worked examples of the total cost

The totals include MaViAl's fee and government fees. They do not include translations, notary costs or travel.

For children under 16 the card fee is PLN 50. If you need sworn translations, we coordinate them for PLN 80 plus the cost of the translation itself.

Wrocław: in-person and online help

MaViAl is based in Wrocław. We run packages online for clients from every voivodeship, and for people in and around Wrocław we also offer in-person meetings:

• PLN 250 per meeting in Wrocław — for example, going through your originals, preparing the MOS data together, or getting ready for a summons to the Dolnośląski Urząd Wojewódzki;
• from PLN 450 + travel — a meeting in another city, for example when you are summoned to the branch office in Legnica, Jelenia Góra or Wałbrzych.

How to order

1. Describe your situation in the contact form: citizenship, purpose of stay, city and the date your current legal stay ends.
2. If the ground is not obvious, we start with a diagnosis (PLN 299; urgent within 24 hours +PLN 350).
3. You receive a written offer with the scope and price.
4. Once you accept, we prepare your document checklist and run the case under the chosen package.
