One office for the whole voivodeship
Applications from people living in the Opolskie voivodeship are decided by the Opole Voivode, and the cases are run by the Oddział ds. Cudzoziemców within the Wydział Spraw Obywatelskich i Cudzoziemców. The official contact page lists no branches serving foreigners: every desk is in the building at ul. Piastowska 14, 45-081 Opole.
For people in Nysa, Głubczyce, Kluczbork or Namysłów this means every visit is a trip to Opole. So get as much done as possible in one go – for example, bring the documents requested in the same letter when you come for fingerprints. And remember that residence decides: if you live in Brzeg but work in Wrocław, Opole still handles your case (and someone living in Oława goes to the Wrocław office).
Ground floor at Piastowska 14: who takes what, and when
| Where | For | Hours |
|---|---|---|
| Punkt Podawczy, main hall | Paper letters, e.g. a reply to a summons if you are not posting it | Mon–Fri 7:30–15:30 |
| Info point, main hall | Questions in person | 8:00–12:00 and 12:30–15:00 |
| Centrum Obsługi Cudzoziemców, room 56 | Residence card pickup | at your booked time |
Note the half-hour break at the info point (12:00–12:30): if you are travelling a long way, do not plan to arrive right at noon. By phone, foreigners' matters are handled on 77 452 44 90 and 77 452 45 43; keep your case number at hand.
The OUW contact page mistakenly shows a block with an address in Poznań – it has nothing to do with Opole. Check all OUW details on the contact page.
Your OUW case, step by step
- Pin down the legal basis. Most of our clients in the region work for local employers, which means temporary residence and work; Ukrainian citizens with UKR status may consider the CUKR card.
- Pay into two accounts (details below) and keep the confirmations as files.
- Send the application in MOS. The employer or university signs its attachment through a link from the system. After sending you have the UPO; after OUW has checked the file, a certificate of filing replaces the passport stamp.
- Appearance in Opole. The summons arrives at least 7 days ahead: original passport, fingerprints, signature specimen. Children under 6 are exempt.
- Extra documents. You get at least 14 days; paper copies go to the Punkt Podawczy or by post.
- Status checks. Rather than phoning every week, look at stansprawy.e-wojewoda.pl. The decision comes by post or e-Doręczenia, not into MOS.
- SMS and room 56. When the card is ready you get an SMS. Only then do you book a slot at uw.bezkolejki.eu/ouw and collect the card at the Centrum Obsługi Cudzoziemców.
When many cards are waiting, OUW adds extra Saturday pickup days – one was held on 26 September 2026. Further dates are announced on the card collection page.
Fees in Opole and the “being updated” banner
- Stamp duty – 340 zł (general temporary residence), 440 zł (residence and work), 640 zł (permanent residence, EU long-term resident): Urząd Miasta Opola, Bank Millennium, 03 1160 2202 0000 0002 1515 3249.
- Card fee – 100 zł, or 50 zł for, among others, children under 16, pupils and students: OUW, NBP O/O Opole, 22 1010 1401 0006 9322 3100 0000.
The OUW fees page carries a banner saying it is being updated after the legal changes. As of 8 October 2026 the account numbers are those above, which is exactly why you should check them again right before paying. For applications filed on or after 5 March 2026, the stamp duty is lost if the voivode refuses or discontinues the case.
Waiting times in Opole
OUW publishes no averages. The statutory 60 days for temporary residence are not working at the moment: until 4 March 2027 time limits in residence cases do not run under art. 100d of the special act on assistance to Ukrainian citizens (extended by Dz.U. 2026 poz. 203), and this applies to every foreigner. A formal reminder will not force anything before then, so it is better to check stansprawy.e-wojewoda.pl regularly and answer summonses fast. An application filed on time and without defects keeps your stay legal until the final decision, but for trips abroad you need a valid document – more on timing.
MaViAl: an hour away, working remotely
MaViAl's office is in Wrocław, in the neighbouring voivodeship. We handle Opole-region cases mainly online: choosing the legal basis, checking documents, preparing the MOS data with you (you log in and sign yourself), coordinating the employer's attachment and, within the agreed scope, answering OUW summonses. If you would rather talk face to face, you can visit us in Wrocław – see help in Wrocław.
If you need us on site in Opole, in-person help in another city costs from 450 zł plus travel; all other prices are on the prices page. Write to us via contact. We do not guarantee any decision or deadline.
Frequently asked questions
Is there a foreigners' desk in Nysa or Kędzierzyn-Koźle?
The OUW contact page lists no branches for foreigners. All desks – Punkt Podawczy, the info point and room 56 – are in the building at ul. Piastowska 14 in Opole.
When can I book my card pickup in Opole?
Only after the SMS saying the card is ready. You choose a slot at uw.bezkolejki.eu/ouw and go to the Centrum Obsługi Cudzoziemców, room 56.
What are the OUW info point's hours?
8:00–12:00 and 12:30–15:00, in the main hall on the ground floor. The Punkt Podawczy accepts letters for longer, from 7:30 to 15:30.
Where do I hand in a paper reply to a summons in Opole?
At the Punkt Podawczy on the ground floor of Piastowska 14, on working days 7:30–15:30. Posting it is also fine – what matters is the deadline in the summons.
How do I check what stage my OUW case is at?
At stansprawy.e-wojewoda.pl, linked from the office's portal for foreigners. If anything is unclear, call 77 452 44 90 or 77 452 45 43.
Does OUW hand out cards on Saturdays?
Sometimes – for example, there was a Saturday pickup on 26 September 2026. The office announces such days on its card collection page.
The OUW fees page says it is being updated. Can I still pay?
Yes, but compare the account numbers with that page right before the transfer. Stamp duty goes to Urząd Miasta Opola and the card fee to OUW.
One office for the whole region – one trip instead of three
We help you put the documents together so that your fingerprint trip to Opole is complete, with no second journey for a missing paper.
