Building C, fifth floor: finding your way
The office at al. IX Wieków Kielc 3 is a complex of several buildings. The Foreigners' Unit sits in building C on the 5th floor and is open Monday to Friday, 8:00–15:00. The office's cash desk is on the same floor; ŚUW's fee page directs you to the entrance on the Silnica river side.

The helpline serves the whole office, so a question about a specific residence case may get transferred or redirected to the unit. Keep the case number from your summons handy.
Ostrowiec, Starachowice, Sandomierz: one address for the region
Applications from every county are decided by the Świętokrzyskie Voivode. On ŚUW's official pages we found no branch office that serves foreigners and no online booking. If you live in Ostrowiec Świętokrzyski, Starachowice, Skarżysko-Kamienna, Sandomierz or Końskie, expect to travel to Kielce for fingerprints and for the card.
The summons comes at least 7 days before the visit. That is enough to book a day off and plan the journey – provided you check your post and e-Doręczenia regularly.

The order of steps for a ŚUW case
- Count your days of legal stay. The application must reach MOS by the last day.
- Set up a signature. Trusted profile, qualified or personal e-signature – without one you cannot send the application.
- Pay the two fees to the accounts below and keep the confirmations.
- Warn your employer or university: they will get a MOS e-mail with a link to their attachment, valid 30 days. Students at Kielce universities can read more in a residence card for studies.
- Send it and keep the UPO, then download the certificate from MOS after verification.
- Go to building C when summoned, with your original passport. Children under 6 are exempt; someone who is ill may submit a specialist doctor's certificate issued no more than 3 months before filing.
- Supply documents by the deadline in the summons (at least 14 days). Failing to appear leads to discontinuation.
Transfers to Kielce City Hall and to ŚUW
- Stamp duty (340 zł general temporary residence, 440 zł residence and work, 640 zł permanent residence or EU long-term resident): Urząd Miasta Kielce, ING BŚ, 38 1050 0099 6450 9000 0000 0000 – reproduced exactly as ŚUW publishes it.
- Residence card (100 zł; 50 zł for people under 16 on the filing date, secondary-school pupils and students): ŚUW, NBP O/O Kielce, 67 1010 1238 0853 4222 3100 0000.
The city's account number has an unusual shape, so compare it with the ŚUW fee page before paying and ask City Hall if in doubt. The cash desk in building C is useful for on-the-spot payments, but for a MOS application the proofs must be ready before you send it.
How long a Kielce case takes
ŚUW publishes no average times. The law gives the voivode 60 days for temporary residence and 6 months for permanent or EU long-term residence, but until 4 March 2027 those limits do not run – that is art. 100d of the act on assistance to Ukrainian citizens, extended by Dz.U. 2026 poz. 203, and it applies to every foreigner. Until then a ponaglenie (delay complaint) achieves practically nothing. While the case runs your stay is legal if you filed on time and fixed any defects, but the certificate does not let you travel abroad. More: processing time.

Frequently asked questions
The ŚUW page says I file in person. Can I bring a paper application?
No. That page is out of date. Since 27 April 2026 temporary, permanent and EU long-term residence applications are accepted only through MOS.
HR wants the starosta's information from me. Is it needed in Kielce?
No. The requirement was abolished across Poland on 1 June 2025; the old ŚUW page simply has not been updated.
Can I book a ŚUW visit online?
We found no booking system for foreigners at ŚUW. The office sets the fingerprint date in a summons, at least 7 days ahead.
I live in Ostrowiec Świętokrzyski. Is there anywhere closer than Kielce?
We found no ŚUW branch offices serving foreigners. Expect a visit to building C in Kielce and check the place in your summons.
Where is the cash desk, and can I pay for the card there?
The ŚUW cash desk is in building C on the 5th floor, entrance on the Silnica side. For a MOS application, though, both fees must be paid before sending, because the proofs are attached to it.
Which number do I call about a residence case?
The official option is the general Infolinia dla Obywatela, 41 342 18 00 (7:30–15:30). We found no separate foreigners' line, so have your case number ready.
I am a student in Kielce. How much is the card?
ŚUW lists a reduced 50 zł card fee for students, secondary-school pupils and children under 16. Stamp duty (340 zł for studies) stays the same.
