Katowice, Bielsko-Biała, Częstochowa: three queues for foreigners

The Silesian Voivode decides for everyone living in the voivodeship – from Gliwice and Rybnik to Sosnowiec, Tychy, Bielsko-Biała and Częstochowa. The ŚUW queue booking page links to separate queues in three cities, each with a slightly different scope:

For people in the Beskid area and around Częstochowa this is a real time saver: the finished card can be picked up closer to home, without travelling to Katowice. Fingerprints in MOS cases, however, are not booked through these queues – the summons sets the date and place, and the office does not confirm that the branches take these appearances.

Damrota 16 or Jagiellońska 25 – which building for what

• ul. Damrota 16 – the Foreigners' Department; the Katowice queue for collecting cards and decisions runs here.
• ul. Jagiellońska 25 – ŚUW's main building with the customer service office, and the correspondence address. Paper letters (an appeal, for instance) go here, and in room 119 there is a payment machine for payments to the office's account.

Always check the address on your fingerprint summons – the office states it in the letter. Questions about a specific case go to the department's number, 780 100 935; the general ŚUW line (32 20 77 777) is better for organisational matters. Have your UPO number or case reference ready before calling.

A ŚUW case: stages and local details

1. Fees before filing. Stamp duty by transfer to Urząd Miasta Katowice; the 100 zł card fee to the ŚUW account (by transfer, or at the machine in room 119 if you happen to be at the office). The confirmations are attached in MOS.
2. MOS application. Silesian factories and staffing agencies sign the attachment through a link from the system; give the HR team a heads-up – information for employers. After sending you have the UPO; after verification, a certificate replaces the stamp.
3. Summons. At least 7 days ahead; original passport, fingerprints, signature. Not turning up means discontinuation.
4. Requested documents. At least 14 days; paper letters to the correspondence address at Jagiellońska 25.
5. Decision. By post or e-Doręczenia. You have 14 days to appeal to the Head of UdSC (via the voivode) – how to appeal.
6. Pickup. Once told the card is ready, book a visit in the queue of the location issuing it – suw4, suw2 or suw3.

Reminders, complaints, speeding up – what ŚUW itself says

The Silesian office is one of the few to spell this out, on its page “Przyspieszenie postępowania (ponaglenia, skargi)”. It says that:

• under art. 100d of the act on assistance to Ukrainian citizens (extended by Dz.U. 2026 poz. 203), time limits in residence cases do not run until 4 March 2027 – for all foreigners, not only Ukrainians;
• the office cites a judgment of the Administrative Court in Gliwice (III SAB/Gl 231/23);
• you may ask for your case to be sped up only in an exceptional situation, for example a humanitarian one, and you must document it.

In practice, rather than a reminder “because 60 days have passed”, focus on a complete application and quick replies to summonses. If your situation really is exceptional (illness, family circumstances), gather the evidence before writing the request. Your stay remains legal if you filed on time and without defects, but the certificate does not let you travel. More: processing time.

Compare the numbers with the ŚUW fees page right before paying. For applications filed from 5 March 2026, stamp duty is not refunded after a refusal or discontinuation.
