Residence card in Gorzów Wielkopolski: foreigners' service in Lubuskie

The Lubuskie (Lubusz) voivodeship has a single address for foreigners: the Oddział Cudzoziemców (Foreigners' Unit) in the Department of Civil Affairs and Foreigners of the Lubusz Voivodeship Office (LUW), ul. Jagiellończyka 8, Gorzów Wielkopolski. You can submit through MOS from anywhere, but your summons will normally bring you here, including from Zielona Góra or Żary, because LUW's official pages name no other foreigners' service point.

  • Single service point: Gorzów
  • Date set by summons
  • Information in the LUW BIP

One place for the whole voivodeship

The Foreigners' Unit page in the BIP (updated 4 May 2026) gives one address and one timetable:

ul. Jagiellończyka 8, Gorzów Wlkp.
Service hallMonday 8:00–18:00, Tuesday–Friday 8:00–15:00
Infoline 95 785 18 53Monday 10:00–16:00, Tuesday–Friday 9:00–15:00

The two timetables don't match. On Monday after 16:00 you can still walk in, but nobody will pick up the phone; on Tuesday at 8:30 you can already be in the hall while the line only opens at 9:00. If you want to clarify something before you travel, call in the middle of the day.

From Zielona Góra, Żary or Nowa Sól: getting there

Zielona Góra has a branch of the voivodeship office, but the official Foreigners' Unit page does not list it as a place where foreigners are served. The claim that the branch at ul. Podgórna 7 accepts residence cases comes only from unofficial sources and an older NIK (Supreme Audit Office) report. Don't base your plans on it.

For people in the south of the region this means:

  • everything before the visit, from choosing the legal basis to documents, fees and the MOS application, is done remotely;
  • for the personal appearance (passport, fingerprints, signature specimen) you are summoned at least 7 days ahead, which leaves time to take a day off and plan the trip to Gorzów;
  • if the summons names a different place, the summons wins; when in doubt, ask the infoline.

Missing the appointment leads to discontinuation (umorzenie) of the proceedings. If the date is impossible, for example because you are ill, contact the unit before the visit.

BIP instead of a portal: where LUW publishes information

The Lubusz office has no separate “migrant”-style website. Everything sits in the BIP, civil affairs section:

  • the Foreigners' Unit page: address, hours, infoline;
  • the MOS subpage: a full description of the new system matching UdSC's, including fees paid before filing, the 30-day employer link and the certificate that replaces the stamp;
  • the fees and payment details page, updated 7 May 2026.

Notices about changes, such as the old MOS portal being switched off, also appear on gov.pl/web/uw-lubuski.

From the MOS application to your visit at Jagiellończyka

  1. Two transfers: stamp duty to Gorzów City Hall, the card fee to LUW. Attach both confirmations to the application.
  2. MOS application after logging in via login.gov.pl. Your employer, say a factory in Gorzów or Zielona Góra, receives a link to its attachment, valid for 30 days. Without its signature you can't send the application, so warn HR early. For companies: employers.
  3. UPO straight away; after the unit has checked the application, a certificate (zaświadczenie) to download from MOS instead of a stamp.
  4. Summons with your visit date, often with a request for documents too: you get at least 14 days for those (document list).
  5. Decision by post or e-Doręczenia, followed by a notice about collecting the card.

Paper applications and the transition period

If you applied in spring 2026, check whether your application was still a paper one. LUW reminded applicants that paper applications had to reach the office by 24 April 2026; the postmark date did not count. Since 27 April 2026 temporary residence, permanent residence and EU long-term resident applications go only through MOS.

Some things stayed on paper, including applications to issue or replace the residence card itself, family reunification applications from people outside Poland, and intra-company transfers (ICT). If your case is one of these exceptions, ask the infoline what form to use.

LUW accounts and one unusual rate

  • Stamp duty: Urząd Miasta Gorzowa Wlkp., 44 1020 5402 0000 0302 0325 6575. Standard rates: 340 zł general temporary residence, 440 zł single permit (residence and work), 640 zł permanent residence and EU long-term resident.
  • Residence card: LUW, 72 1010 1704 0023 5222 3100 0000. 100 zł, or 50 zł for children under 16, secondary-school pupils and students.

The unusual item: for temporary residence due to short-term circumstances in the interest of the Republic of Poland (art. 181(1)(3)), the Lubusz table still lists 340 zł, while most offices list 85 zł. If that is your basis, confirm the amount before you pay.

Check the numbers on the fees and payment details page. For applications filed from 5 March 2026, stamp duty is not refunded after a refusal or discontinuation.

How long the Lubusz voivode takes

LUW publishes no average times. The statute allows 60 days for temporary residence, but until 4 March 2027 time limits in residence cases do not run for anyone, under art. 100d of the act on assistance to Ukrainian citizens (extended by Dz.U. 2026 poz. 203). A ponaglenie (formal reminder) won't speed things up before then. Also remember that the MOS certificate confirms your legal stay in Poland but does not let you cross the border, which matters this close to Germany. More: processing time.

Final tips, and how MaViAl helps

With a single service point, the costly thing is a second trip to Gorzów. Before you set off, compare the summons with what's in your folder, bring originals and copies, and if anything is unclear, call the infoline during its hours.

MaViAl's office is in Wrocław, where we meet clients in person, and we handle Lubuskie cases online in Polish, Russian, Ukrainian and English: choosing the legal basis, checking documents, preparing the MOS data with you (you sign yourself) and coordinating the employer's attachment. Full case support starts from 1490 zł; all rates are on the prices page. We don't promise decisions or deadlines; write via contact.

Frequently asked questions

Can I give fingerprints for my residence card in Zielona Góra?

LUW's official pages do not confirm residence-case service in Zielona Góra. The visit takes place where your summons says, normally Gorzów; if unsure, call 95 785 18 53.

How do I book a visit at the Foreigners' Unit in Gorzów?

LUW's pages show no booking system for foreigners. After you file in MOS, the office sets your appearance date in a summons, at least 7 days ahead.

Why does nobody answer the infoline after 16:00 on Monday?

The infoline runs Monday 10–16 and Tuesday–Friday 9–15, shorter than the hall. In person you can come on Monday until 18:00.

How much is temporary residence in Poland's interest in Lubuskie?

The LUW table lists 340 zł, while most voivodeship offices list 85 zł. Confirm the amount with the unit before paying.

I posted a paper application on 23 April 2026. Does it count?

What mattered was when the letter reached the office, not the postmark: the deadline was 24 April 2026. If you are not sure it arrived, ask the unit.

I'm only replacing my card. Does that go through MOS too?

No. Applications to issue or replace a residence card are still filed on paper. MOS covers applications for temporary residence, permanent residence and EU long-term resident permits.

I'm a student. What will the card cost at LUW?

50 zł instead of 100 zł, paid to the LUW account. The reduction also covers children under 16 and secondary-school pupils.

One address for the whole region

LUW's official pages list Gorzów as the only place serving foreigners. No online booking, your date comes in the summons, and the infoline keeps shorter hours than the hall.

General information as of 8 October 2026; the decision is made by the Lubusz Voivode (Lubuski Urząd Wojewódzki in Gorzów Wielkopolski), and MaViAl does not guarantee any outcome or deadline.
