Residence card in Bydgoszcz: summons, booking and pickup at KPUW

Konarskiego 1-3: one department for Bydgoszcz, Toruń and the rest

Permits for residents of Kujawsko-Pomorskie are issued by the Kuyavian-Pomeranian Voivode, and the cases are handled by a dedicated Wydział Spraw Cudzoziemców. Older pages of the portal still use the name “Wydział Spraw Obywatelskich i Cudzoziemców”; it is the same unit at the same address.

Live in Toruń, Grudziądz, Inowrocław or Włocławek? You still travel to Bydgoszcz when summoned in a residence case; the office lists no other place where foreigners are served for residence matters.

How bezkolejki works in Bydgoszcz since MOS

Many offices set the time of your visit for you. In Bydgoszcz a summons or text message means you must book the slot yourself at bezkolejki.eu/kpuw_bydgoszcz. The system has several separate services:

When to look for a slot

The office releases free places Monday to Friday between 8:00 and 15:00, for the next working day. If nothing shows up, check again during those hours on the following days. The portal also warns that staff cannot print extra tickets, so turning up without a booking is pointless.

If you have your summons but cannot find a free fingerprint or pickup slot, call the infoline on 52 349 74 61. Don't wait until the summons deadline passes: failing to give fingerprints gets the case discontinued.

A KPUW case from bank transfer to plastic card

1. Transfers. Pay the stamp duty and the card fee before filing, to two different accounts (see below).
2. MOS. You log in via login.gov.pl and sign the application yourself. Your employer, whether in Toruń or Bydgoszcz, signs its attachment through a link from MOS. Guide: filing in MOS; attachments: documents.
3. UPO, then the certificate. The certificate of filing (zaświadczenie) becomes downloadable in MOS once the office has verified your application.
4. Summons and booking. After the summons, book “Odciski palców” on bezkolejki and bring your original passport. If the summons lists missing documents, you get at least 14 days to supply them.
5. Decision arrives by post or e-Doręczenia.
6. Card pickup. Once notified, go back to bezkolejki and pick “Odbiór dokumentu Karta pobytu”.

Toruń and Włocławek: branch offices for employers only

KPUW has branch offices (delegatury) in Toruń (ul. Moniuszki 15-21, room 26, tel. 56 611-51-44) and Włocławek (ul. Brzeska 8, room 11, tel. 54 231-42-53 or 54 231-45-17). The office describes them only as points for employers based in their area, where a company handles work-permit matters.

For a foreign national this means no residence application, fingerprints or card pickup in Toruń or Włocławek. An employer, on the other hand, can take a work-permit application to the nearest branch. Companies hiring several people may find the page on temporary residence and work useful.

Paying KPUW, and the card fee reduction

Be careful with the city's account number. On the portal's fees table it is split across two lines and easy to copy wrongly. Copy the whole string, check it has 26 digits, and if in doubt confirm it with Urząd Miasta Bydgoszczy.

Who pays 50 zł for the card

• people in financial hardship, with a certificate from the social-assistance authority that they receive benefits;
• secondary-school pupils and university students, with a certificate from the school or university;
• children under 16 on the application date, with a birth certificate or another document showing age.

Since 5 March 2026 the stamp duty is not refunded after a refusal or discontinuation.

Changing jobs, and how long you wait

The KPUW portal reminds people of a duty many discover too late. If the purpose of your permit ends (your job finishes, for example), you must notify the voivode in writing within 15 working days. To stay in Poland you file a new application; otherwise the voivode may start proceedings to withdraw the permit. Details: renewal and employer change.

On timing: the statutory 60 days for temporary residence do not run until 4 March 2027, because Article 100d of the special act on Ukrainian citizens (as amended by Dz.U. 2026 poz. 203) suspends them for all foreigners. A formal reminder (ponaglenie) will not bring a faster decision, and your stay remains legal if you filed on time and without defects. Realistic waiting times: processing time.

Final tip: keep track of two bookings

In Bydgoszcz people rarely lose a decision; they lose a date. Someone waits for the office to set a time, when here it has to be grabbed on bezkolejki. Note down both bookings, fingerprints and card pickup, and check the system on working days between 8:00 and 15:00.
