Who at the office handles your case

Permits for residents of Podlaskie are issued by the Podlaskie Voivode. The work is done in the Wydział Spraw Obywatelskich i Cudzoziemców (Civil Affairs and Foreigners Department), specifically its Oddział do Spraw Cudzoziemców i Rejestracji Zaproszeń. You'll need that name when writing a letter or looking for the right unit on the office website.

No booking system: the summons and rescheduling

In many regions foreigners hunt for slots in online queues. In Białystok we found no public booking system for residence matters. The office sets your visit in a summons to appear in person, with at least 7 days' notice. You bring your original passport and give fingerprints and a signature sample.

If the date doesn't work

The office's contact page has a separate entry, “Kontakt w sprawie zmiany terminu osobistego stawiennictwa na odciski palców/okazanie paszportu” (rescheduling the fingerprint or passport appointment), with a dedicated e-mail address. Write as soon as the summons arrives, giving your full name, date of birth, case number and the reason. Don't assume the change happens automatically: until you receive a new date, the summons date stands, and missing it means the case is discontinued.

The law exempts children under 6 from appearing in person, as well as people who cannot attend for health reasons (with a specialist doctor's certificate issued no more than 3 months before filing).

Stages of a Białystok case

1. Settle your legal basis: work, study, family, permanent residence. Routes: temporary residence and work, permanent residence.
2. Pay two fees (below) and keep the confirmations or cash receipts; you attach scans to the application.
3. File in MOS, signing it yourself. An employer's or university's attachment must be signed by them in MOS before you can send. Checklist: documents.
4. UPO and certificate: the certificate of filing becomes available in MOS once the office has checked your application.
5. Summons to Mickiewicza 3: fingerprints, signature, passport, sometimes a list of documents to supply (at least 14 days).
6. Decision by post or e-Doręczenia, then card collection as the office directs.

Suwałki and Łomża: why not there

The office has outlying workstations in Suwałki and Łomża, but describes them as handling passport matters. Nothing says they serve foreigners with residence cases. If you live in the north or west of the region, expect to travel to Białystok for the summons and the card.

The upside: because filing happens in MOS and the office sets the visit, you usually only go to Białystok twice, once for fingerprints and once for the plastic card.

Stamp duty: bank transfer or the City Hall cash desk

For the transfer title the office asks for the type of fee plus the applicant's full name, e.g. “Opłata za wydanie zezwolenia na pobyt czasowy, John Smith”. If you pay in cash, keep the receipt: a scan or photo of it goes into MOS.

The 50 zł card

The reduction applies to people in financial hardship (certificate from MOPS, the municipal social-welfare centre), secondary-school pupils and students, and children under 16; for a first card, what counts is their age on the day the permit application was filed.

Since 5 March 2026 the stamp duty is not refunded after a refusal or discontinuation. Check the account numbers in the office's fee table before paying.

Karta Polaka and permanent residence in Białystok

The office's fee table states plainly that Karta Polaka holders are exempt from stamp duty for a permanent residence permit, so you pay only the 100 zł card fee. Separately, it lists a 10 zł fee for the decision granting a financial benefit (świadczenie pieniężne) to a Karta Polaka holder applying for permanent residence.

Permanent residence is also filed in MOS, and the statutory time limit is 6 months. However, until 4 March 2027 time limits do not run (Article 100d of the special act on Ukrainian citizens as amended by Dz.U. 2026 poz. 203, applying to all foreigners). In practice you cannot effectively hurry the office right now, but your stay remains legal if you filed on time and without defects. More: permanent residence and Karta Polaka.

Practical advice for Podlasie

What causes most stress in Białystok is a summons for an awkward date. Check MOS and your letterbox regularly, and ask for a new date immediately, through the address on the contact page. Have your case number ready when you call 85 743 96 00.
